Shipping from Korea to the UAE in 2026: AED 1,000 Rule, 5% VAT, Limits

By HaulKorea · Last checked 2026-10-15

A parcel from Korea to the UAE generally owes 5% customs duty on its CIF value (cost, insurance and freight) plus 5% import VAT. Since August 3, 2026, Dubai Customs exempts cross-border e-commerce goods worth AED 1,000 or less from customs duty, but VAT still applies. Cosmetics, food and medicines are restricted goods that may need approval from the authority responsible.

This guide covers how duty and VAT are calculated, what Dubai's 2026 notice changed, how couriers collect the charges, and which Korean products are restricted in the Emirates.

Item Value as of October 15, 2026
General customs duty 5% of CIF value
Alcohol duty 50%

This is general information, not tax advice. Customs in the emirate where your parcel is cleared decides what it owes.

Do you pay customs on a package from Korea to the UAE?

Usually you pay at least VAT, and sometimes duty too. Two charges apply to imports.

Customs duty. The UAE applies the GCC Common Customs Tariff. The UAE government portal says tariffs range from 0 to 5%, and that in Dubai duty is 5% of the CIF value, except for alcohol and cigarettes. Alcohol pays 50% and cigarettes 100%.

Import VAT. The Federal Tax Authority (FTA) says goods imported into the UAE are subject to import VAT at 5%, unless the goods would be zero-rated or exempt if sold in the UAE. VAT is charged on the customs value, including insurance, freight, customs fees and any excise tax paid on import.

Each emirate runs its own customs. The UAE portal lists Dubai Customs, Sharjah Customs, Abu Dhabi Customs, Ajman, Ras Al Khaimah and the Port of Fujairah. Your parcel is cleared by the authority at its point of entry.

What is the AED 1,000 exemption in Dubai?

Dubai Customs issued Customs Notice No. 16/2026 on July 30, 2026. It amends the 2021 notice on customs procedures for cross-border e-commerce.

Key points from the notice:

  • Goods and products with a value not exceeding AED 1,000 are exempt from customs duties.
  • Exclusions: tobacco and tobacco products, electronic smoking devices and accessories, liquids containing nicotine, alcoholic drinks, and food preparations containing alcohol.
  • Returns: goods returned through companies for B2C sales, where duty was already paid, are exempt if returned within 60 days of leaving.
  • Start date: August 3, 2026. Companies that want to use the notice must bring their operations into line with it.

Three things to understand about it:

  1. It is a Dubai Customs notice. Other emirates have their own customs authorities. If your parcel is cleared outside Dubai, ask the courier which rules apply.
  2. It covers the e-commerce procedure. The notice applies within Dubai Customs' framework for cross-border e-commerce companies. Whether a given shipment uses it depends on the company clearing it.
  3. It removes duty, not VAT. The FTA's list of import VAT exemptions does not include low-value parcels, and the FTA says goods may be exempt from duty but still subject to VAT.

How is UAE import VAT calculated?

The FTA's e-commerce VAT guide sets out the base:

  1. Start with the customs value: the goods plus insurance and freight.
  2. Add customs fees and any excise tax.
  3. Add customs duty, if any.
  4. Charge 5% VAT on the total.

Worked examples

These assume general goods (not alcohol or tobacco) and no special treatment.

Example 1: Korean skincare, AED 600 CIF, cleared under Dubai's e-commerce exemption. Duty: AED 0. VAT: AED 600 × 5% = AED 30. The courier may add its own clearance fee.

Example 2: Korean clothing, AED 1,400 CIF. Over AED 1,000, so the exemption does not apply. Duty: AED 1,400 × 5% = AED 70. VAT: (AED 1,400 + AED 70) × 5% = AED 73.50. Total: AED 143.50 before courier fees.

Example 3: The same AED 1,400 order split into two boxes of AED 700. If each box were cleared under Dubai's e-commerce exemption, duty could be AED 0 on each, but VAT would still be AED 35 per box, and each box usually carries its own courier fee. Ask the courier how it clears split orders before planning around this.

Who collects duty and VAT on a parcel?

For a private buyer who is not registered for VAT, the FTA says import VAT must be paid before the goods are released.

Through the courier. The FTA explains that a clearing agent, such as a freight forwarder or courier, importing on behalf of an unregistered person can declare its own tax registration and pay the VAT for that import. The agent then recovers the amount from the importer and must give a statement showing the VAT paid.

Directly. Otherwise, an unregistered importer pays through the FTA's online services using the VAT301 import declaration form.

In practice, for most personal parcels, the courier asks you to pay duty and VAT before delivery, plus its own clearance fee. Check the courier's message and pay only through its official channels.

Is there a trade agreement between the UAE and Korea?

The customs rates on the UAE portal and Dubai Customs FAQ are the GCC common tariff: 5% for most goods. We did not find a UAE customs page applying a lower duty rate to Korean-origin goods for personal parcels. Plan as if the 5% general rate applies, and treat any lower rate the courier applies as a bonus.

VAT does not depend on origin. It is 5% either way.

What Korean products are restricted in the UAE?

Dubai Customs divides goods into prohibited and restricted. Restricted goods can be released only with approval from the authority responsible, and goods without approval are impounded.

Cosmetics and personal care. Dubai Customs lists foodstuffs, personal care and cosmetic products as restricted goods under Dubai Municipality. The federal portal names a federal ministry for cosmetics. Keep orders to personal quantities, and ask us before ordering larger amounts of skincare or makeup.

Food. Foodstuffs are restricted goods too. Packaged snacks for personal use are the simplest. Ask before ordering meat products or anything needing refrigeration. Our Korean snacks guide lists popular choices.

Medicines. Dubai Customs says medicines are subject to Ministry of Health approval, and disapproved items are detained. Its FAQ warns that impounded medicines can become a criminal case. Some medicines common elsewhere contain substances banned in the UAE. Do not order Korean pharmacy products or supplements without asking first.

E-cigarettes and nicotine. These are restricted and excluded from Dubai's AED 1,000 duty exemption. The UAE also applies a 100% excise tax to tobacco, vaping liquids and electronic smoking devices under a Cabinet Decision effective January 1, 2026. Ask before ordering.

Alcohol. Dutiable at 50% and controlled by Dubai Police in Dubai. Ask before ordering.

Media. Dubai Customs says the information authority inspects books, CDs and similar media, and items contrary to the country's values, traditions and morality are banned. Customs decides case by case.

Batteries, perfume, aerosols. These are limited by air transport rules. See what you cannot ship from Korea.

Product UAE rule Our advice
Skincare, makeup 5% duty and 5% VAT; restricted goods list Personal quantities only
Clothing, shoes, bags 5% duty on CIF; exemption up to AED 1,000 in Dubai e-commerce Combine orders
K-pop albums, books Media inspected for content Clear descriptions
Snacks, ramyeon Foodstuffs restricted Ask before ordering
Medicines, supplements Ministry of Health approval Ask before ordering
E-cigarettes, nicotine Restricted, excise tax, no exemption Ask before ordering
Perfume, batteries, sprays Air transport limits Ask before ordering

Do Korean drinks pay extra excise tax in the UAE?

Some do. Excise tax is separate from customs duty and VAT, and the FTA counts it in the VAT base.

Cabinet Decision No. 197 of 2025, effective January 1, 2026, sets these UAE excise rates:

Excise good Rate
Tobacco and tobacco products 100%
Liquids for electronic smoking devices 100%
Electronic smoking devices 100%
Energy drinks 100%
Sweetened drinks, 8 g or more sugar or sweeteners per 100 ml AED 1.09 per litre
Sweetened drinks, 5 g to under 8 g per 100 ml AED 0.79 per litre
Sweetened drinks, under 5 g per 100 ml AED 0 per litre
Drinks with only artificial sweeteners (or under 5 g sugar) AED 0 per litre

What this means for Korean orders:

  • Energy drinks. The decision defines them broadly, including drinks marketed as energy drinks that may contain stimulants such as caffeine, taurine or ginseng, and powders or concentrates that make one. Some Korean ginseng and "vitamin" drinks may fall here. Ask before ordering.
  • Sweetened drinks. Ready-to-drink bottles, powders and concentrates are covered. The tax depends on sugar per 100 ml of the final drink. Korean sweet teas, fruit drinks and drink powders can qualify.
  • Excluded drinks. Drinks with at least 75% milk or milk substitute, baby formula and baby food, and drinks for special dietary or medical uses are excluded from the sweetened drinks category.

Liquids are also heavy, and shipping cost counts in the CIF value that duty and VAT are charged on. Ask us before ordering any Korean drinks to the UAE.

Does the AED 3,000 traveler allowance apply to parcels?

No. Dubai Customs says travelers must declare goods worth more than AED 3,000, and that gifts carried by travelers are exempt up to AED 3,000. That allowance is for goods in a passenger's luggage.

Parcels follow the import rules above. The FTA also lists "personal effects and gifts accompanied by travelers" as exempt from import VAT. A parcel sent separately is not accompanied by a traveler.

Should you buy direct, use a forwarder, or use a purchasing agent?

First, check whether the brand already ships to the UAE from a global site or has a local retailer. Buying locally avoids import charges, and a global site may show duty and VAT at checkout.

Many Korean stores sell only inside Korea. Musinsa, Coupang and Naver Smart Store often need a Korean phone number for 본인인증 (bon-in injeung, identity verification) or a Korean card.

For the UAE, the recipient pays duty and VAT with all three options. HaulKorea ships duty unpaid to every country, including the US. We buy the item, keep the real receipt and describe each item accurately, which matters when customs checks restricted categories.

More detail: purchasing agent vs package forwarding.

How do you order from Korea to the UAE through HaulKorea?

  1. Find the item on a Korean site, such as Olive Young, and copy the product link.
  2. Send us the link with the size, color or option you want.
  3. We show one total for the item and international shipping before you pay. UAE duty, VAT and courier fees are not included.
  4. Pay once with PayPal. If the actual weight is lower than estimated, we refund the shipping difference. We never ask for extra payment.
  5. We buy the items and can combine orders from several Korean stores into one box. See combining orders.
  6. You get inspection photos before the box leaves Korea.
  7. Pay duty, VAT and any courier fee when the courier asks, before delivery.

How can UAE buyers keep import costs down?

Know your emirate. Dubai's AED 1,000 e-commerce exemption applies to Dubai Customs. Ask the courier where your parcel is cleared.

Remember VAT is always there. Even a duty-free parcel pays 5% VAT.

Combine orders. One box means one courier clearance fee instead of several.

Leave restricted items out. Medicines, supplements and nicotine products can hold up the whole box.

Describe everything clearly. Restricted categories are easier to clear when the invoice says exactly what is inside.
